China is rich in offshore wind power resources, and the exploitable amount of offshore shallow water resources is about 0.2 billion KW. At present, my country's offshore wind power industry has a good foundation and conditions in terms of policy and technology. The country has also put forward the development goal of offshore wind power. During the "12th Five-Year Plan" period, the development goal of my country's offshore wind power is 5 million KW, and a complete offshore wind power industry chain and service system will be formed in 2015. By 2020, the development goal of offshore wind power is 30 million KW.

Although my country has some experience in the field of offshore wind power construction, because offshore wind power is not only a test of wind turbine design, but also has special requirements for the construction and equipment of wind farms. There are still many immature factors in the construction of offshore wind farms. The marine environment is complex, the development of offshore wind power industry is risky, the technical requirements are high, and the cost is high. And the construction cost is too expensive, which is one of the most important factors hindering the development of China's offshore wind power industry.
According to the "2011 China Wind Power and Wind Power Equipment Market Research Report" released by Shangpu Consulting, my country's offshore wind power is still in its infancy, and the development of offshore wind power is very fast. The eastern coastal areas are obviously more active, because the departments involved in offshore wind power include Energy Administration, Oceanic Administration, Ministry of Communications, Ministry of Agriculture, etc., the overall progress of the project is slow.
